Steps. Start with the objects inside, add group and colour them. Then add a sphere, once this is complete this wraps around these objects making sure there are no intersections(must fit around the whole thing), add a collider cloth to the objects. Must make the sphere that you will turn into plastic have enough segments(I also added a Subdivision surface) for when it turns into a cloth, then you must turn the object into a parametric object, then add a cloth tag to it (it will not turn in to cloth without this) then you must zero out the gravity in the cloth tag under the Forces tab) you can then increase the drag to about 20, this is for the dampening or energy loss of the object, then go into the Tag tab, now you have a bunch of options which help to create detail, Flexion controls the amount the polygon springs fall back on themselves and so affect the number of wrinkles you get so this should go down to about 5% so we have a fair amount of wrinkles, then change the size, this affects how much the size decreases on playback this can go to about 65/70% to get this shrink-wrap effect. Add an attractor to increase the amount that is pulled in, I increased this to 1000 then 100 has it did something weird to the corners. but as we anything, just keep going through different numbers to find the right fit for the project. When all was done I added cloth surface to the plastic and materials I found in the content browser.
