Steps. decrease a cylinder - reduce the size down to small - add fillet - radius 4cm, height 12, h segments: 10, rotation segments, 36 orientation +Y, make the cylinder a parent of the bulge deformer, and change the setting so it looks like a cue tip (it's more of a de-bulge), add a Platonic primitive, then add a cloner, make the cylinder a child of the cloner, change distribution to edge, change cloner mode to object, (always forget this part, when working in object mode, you clone the primitive that will surround the object, not the other way around if you get me) then make the platonic a the selection object. then it will form around the edges of the platonic, then add a random effector, as a child of the platonic, this is a new thought for me. As I thought up till now you could only add one to a generator (green) object. In the Random effector, go to its effector tab and change the mode to Noise, I put the strength to 740%, (Noise is an animated mode.) So, if you play it will start to move about randomly. Add material: I added glass to the clones, with this I think the refraction setting makes the glass tip black as they are very small, due to the bulge deformation. Add a background colour it too.
