Steps. Start with a sphere or any primitive(increase the segments and change the radius of each so one is small, one is medium and one is large), then put these into a cloner, change the parameters of the cloner to Grid array. then the count and the size XYZ so that it end up looking like a clump of spheres. Then add a random effector name it Move Scale (because you need to change the random mode to Noise to add movement, in the effector tab, and then you will go into its parameters and change ti so you are only affecting scale, which you can change to about 0.5 too - you also can change the animation speed to about 50 to slow this down, Turbulence may possibly be something you can change the random mode but I have not tired it.) make sure this effector is in the cloner effector tab, remember this. Add another random and call it position, then leave the setting at its default. Lastly, add another and call it Scale then you change its scale to uniform, and twiddle with the numbers about 0.5 will do. You then need to add dynamics! Rigid body tags to each sphere, change the collision tab inherit tag to none( as it does not have children) and the individual elements to off, because it is already an individual element, maybe you call also use all.?! once you do this select them all and go into Forcetab and change the following position to 5, this is crucial as it makes the object stay in the same place. if you don't the object will explode as dynamic, objects do which are intersecting. Halfway there. Now you must ad a plain effector, change the field to a box and make it flat in the Y-axis and adjust as you see fit. the animate it to go up and down. Change the plain effector parameter colour to effector colour, then make a material, remove color, and have luminance and reflectance checked. change the luminance shade in the Mograph drop down to colour shader, change the cloner colour in transform to what you like to change the sphere that have not come into contact with the box falloff field in the plain effector, then change the other colours as you see fit, this tbh was a bit of trial and error, Happy everydays.
